27/12/15 By now everyone has probably received their copy of next years budget (2016) and the fee increase the Board has assessed. If you, like I, believe that the $28 fee increase is excessive you have every right to express your views to the members of the Board. Can't wait for the rationalization of this increase at the AGM.
Based on the information provided by our Board, we are projected to be just under $29,000 under budget this year. Next year's operating budget has only increased by just under $11,000 of which $3000 has been allocated to a Contingency fund which is now the third largest "Repair & Maintenance" item at $8,000. Only "Pool Services" at $13,500 and "Miscellaneous" at $10,266 are greater allocations. The Contingency Fund is essentially a Reserve Fund allocation without the restrictions of a Reserve Fund. The 8% recommended increase to the Reserve Fund is part of the Reserve Fund Study's recommendations, but it is predicated on expected Reserve Fund expenditures. The overall goal is to insure that the Reserve Fund has adequate resources to service Common Element repairs. We will have to wait until we receive the financials but it is my best guess that the Corporation has not spent as much as the Reserve Fund study projected and that the Reserve Fund is currently well above where the Reserve Fund study recommended. As the Budget letter did not indicate any major projects (except the rear balcony repairs which we have already been told were financially accommodated within the 2015 financial allocation), we can only wonder as to the rationale behind this augmentation of the Reserve Fund. The Reserve Fund Study cannot be used to substantiate this increase. This will be more apparent once the year end financials are released.
It is the Board's right to set the budget and a $10-$15 monthly difference in the assessed fees only amounts to $120-$180 more in your pocket over the year. It is also a reasonable expectation that the Board assesses fees based upon sound financial reasons. At a time when the inflation rate for 2016 has been set at 2% and most of us are trying to manage our own personal budgets in a stagnant economy, an 8% increase has the optics of being excessive, particularly when there isn't a defined reason for this allocation and it appears this is just being tucked away for a rainy day.
Management should also pay a little more attention to detail. It appears that the second page was not revised to correspond with the final budget allocations as over half of the line items are incorrect and the pie chart is also inaccurate. Sloppy!

I'm sure the Board will be in touch with everyone very soon re this. There was a York Region meeting at the Community Centre last evening (Tuesday) about "improvements to Bayview Avenue". Unfortunately, and shockingly, those so-called improvements are their (preferred) plan to widen Bayview Avenue from John Street to Major Mac TO SIX LANES. This will impact ALL of us, and in only negative ways. York's impetus for doing this is to improve traffic flow, however, for all the home owners along Bayview it will mean increased traffic, increased pollution, more dangerous road crossings especially for children and seniors, and decreasing house values. York will take 3.5m of land on each side of Bayview to accomplish the road expansion. Everyone who attended the meeting was shocked and angry at the proposal. We need to work hard to counter and oppose this plan. Everyone must get involved, and we'll attempt to also get our local Councillors on side too. Unfortunately, only Carmela, Penny and myself attended the presentation, although Nancy attended the open house prior to the regular Condo Board Meeting. There will be one or two future meetings with the public about this, but it appears that York has found a solution that they like, regardless of all the residents.
Thanks Pam. You are totally correct in that there are no advantages in this plan for us, especially those of us who are beside Bayview. We should encourage people to email either Nick Colarusso, Project Manager, Roads Branch (nick.colarusso@york.ca) or Michael Chiu, Consultant Project Coordinator (mchiu@mrc.ca) with their concerns. They are accepting comments until April 21, 2006. While this is their property, the costs of this project must be immense, particularly if they have to widen the overpass and create some sort of retaining wall along our stretch between Romfield and Green Lane. Except for a brief period in the morning, traffic is really not a problem. The evening congestion northbound on Bayview between Steeles and John and the east/west congestion at Bayview and John are bigger problems.
Perhaps it would be wise to call a "special" home-owners meeting. Carmela and I both have a blank form for comments which can be photocopied, then all our owners should complete and return them to York Region. Possibly, if necessary, we could complete this for home-owners, and all they'd have to do is sign them and return them to York Region. Also, it might be an idea to deliver these to the home-owners at Stately Way and the THs on the other side of Bayview. I am convinced that most home-owners have no idea of these proposed plans....and York Region worded their flyer to confuse people...by stating that the meeting was about "improvements" to Bayview.

Should we be caling an extraordinary meeting of the homeowners regarding Bayview? Should we be zsending a note of concern to everyone?
While this is definitely a major concern to me due to my proximity to Bayview and to the approximately 20 units that would be directly affected by these changes, I am sure that this concern lessens with distance. The effects also extend beyond us, as the homes on the other side of Bayview, teh Sholdice Hospital and other homeowners all the way up Bayview to major Mac are also affected. Not sure where Stan Dorio stands on this issue, but a public meeting with his involvment may generate a wider voice. I think there is merit in both your and Pam's ideas of increasing awareness of this stupid plan and I would also encourage everyone to email the two project engineers (see earlier comment)with their concerns as well.
Howi: are you (and the Board) going to call a special meeting of the home-owners to ensure everyone is informed of York Region's plan? Alternatively, are you going to distribute a flyer with this information and also a copy of YR's form asking for comments? (Carmela has a blank form) The form offers people options on how to respond, either by phone, fax or email. I think it's imperative that all the home-owners here are informed ASAP otherwise it may be too late for the residents to have a voice that carries any weight. Also, how about getting together with the other YCC Board and home-owners in a joint meeting? Although those closest to Bayview are the ones most concerend, I'm sure nearly all of the home-owners here will not want a major 6-lane road on their doorstep.

The special meeting or distribution of the flyer/form is, I believe, imperative. As you know, it seems very few of the home-owners are accessing this blog, therefore more direct communication is required. Also, more direct communicaiton would strengthen the community's resolve.
After talking with Cathy Mugele regarding the Bayview Problem she suggested that we should make sure that if Bayview is widened we should insist on sound barriers.
She also felt that a notice to everyone and maybe a door to door explanation of both what is happening ang the fact that we should have this as item one on the AGM might stir people to attend.
The follow-up meeting is not until the fall. We should prepare for that and for the all-candidates meetings in the fall.
If an information letter is sent to everyone maybe it should be accompanied by the form Carmela received so that individuals can send it in
